Abstract

The digital transformation of higher education is undergoing cultural, mental, and technological changes as part of an overall process. Prior to COVID-19, the Ministry of Higher Education and Scientific Research of Algeria decided to adopt a comprehensive strategy to implement the digital transformation. However, the emergence of the virus prompted higher education institutions to execute their plans without sufficient prior planning. The objective of this study was to outline a model of a digital transformation strategy applicable to M'sila University. Analytical methods were employed to examine the quantitative data obtained from M'sila University. The results showed that despite the delays in the digital transformation of Algerian universities, they have achieved significant progress. This includes improving their ranking at the national and international levels, increasing the number of lessons published on Moodle and MOOC platforms, and boosting the number of students using these platforms. Furthermore, the national platform for registering students and conducting deliberations has been effectively utilized. This platform also contains data on all human resources at the university. Additionally, the visibility of M'sila University on ResearchGate and Google Scholar has increased through the growing number of lecturer profiles. Lastly, there has been a rise in teacher training in the use of digital platforms.
